The Wangaratta synod, backed by Bishop John Parkes, voted in August 67-18 to allow blessings for those who have been married in a civil ceremony and the controversial decision was referred to the appellate tribunal by Anglican Church of Australia Primate Philip Freier.
Questions for the church are whether blessings are in line with its constitution and Canon Concerning Services.

Anyone who wants to appear or be represented at a hearing on the issue, will have to notify the tribunal before November 1 and will then have until December 13 to put in any submissions.
The appellate tribunal process will run like other courts, starting with a directions hearing next year.
It could be a Valentine's Day spent talking about love and marriage, with the directions hearing likely to be held in Sydney - possibly on February 14.
The call for submissions was issued last week.
