Seiter followed up his runaway Azzi medal victory by polling 177 votes to win by 60 from midfielder Nico Sedgwick.
Centreman Luke Schilg (90) and wingman John-Roy Williams (75) also polled well.
Seiter, who has committed for another season with the Saints, also took out the Des Kennedy Medal in Brock-Burrum's comfortable 2018 grand final victory against Jindera.
The Saints have retained almost their entire playing list with Dan Cleary promoted to a senior assistant-coach as well as co-coaching the reserves.
In the reserves, veteran Aaron Livermore won from Joel Felmingham and Trent I'Anson.
Keith Tallent took out the under 17s from Charlie Cameron.
Carl Ziebarth won the under-14s.
In A grade netball, shooter Lauren Coelli won Brock-Burrum's top award with former winner Jess Noordewier runner-up.
Angela Kavanagh, Mel Litchfield and Lenita Boulton won the B, C and C reserve best and fairest awards.
Meanwhile, Livermore and the loquacious Sam O'Connor have been awarded life memberships at Brock-Burrum.
