The signings come on the back of Bulldog utility Jack Russell committing as assistant-coach in September.
"As well as our top age thirds, we believe we have added the right mix to drive us further in 2020," coach Tyson Smith said.
McKimmie played senior football for Tallangatta in 2010 before leaving the region and returning to join Federal this season.
Bob Russell won the Hoppers best and fairest in 2018.
Goodman moved to Wodonga in 2018 after playing representative football in Queensland and is set to bolster Tallangatta's defence.
Wodonga third grade coach Tim Kennedy has joined the Hoppers as director of coaching.
Meanwhile, Wodonga defender Chris Lewis has signed with Kiewa-Sandy Creek.
Lewis played in the Hawks' 2014 premiership.
