The Bulldogs have been hammered by Tallangatta and District league clubs with coach Zac Fulford saying the senior side would lean heavily on last season's under-18s.
Jack and Bob Russell and Khyle Goodman have joined Tallangatta, Damien Jones will coach Dederang-Mt Beauty and Chris Lewis will play for Kiewa-Sandy Creek.
Former best and fairest winner Josh Hicks and Nick Beattie have also been strongly linked to the Hawks.
At this stage our outs won't be matched by our ins
- Coach Zac Fulford
"At this stage our outs won't be matched by our ins," Fulford said.
"We have lost some players due to practical reasons with players getting towards the end of their Ovens and Murray careers and things like that.
"We will be looking for players from the thirds to push up.
"Opportunities will be there for the younger players."
Wodonga's only win last season came against Corowa-Rutherglen in round eight.

Despite the player exodus, Fulford said the Bulldogs were "really confident" of fielding three sides with Norm Ritchie announced as third grade coach this week.
He has taken over from Tim Kennedy who has joined Tallangatta as director of coaching.
The club is still in the market for a senior playing co-coach.
Wodonga will start training on November 12 with the club appointing Richard Holloway as fitness and conditioning coach.
