Coombes, who will be a non-playing mentor, has captained the club's second grade side for the past two years and will take over from long-time coach Paul Musarra.
"I'm looking forward to it," Coombes said.
"I've been helping out where I can since joining the club two years ago and have a lot of respect for 'Footy' (Musarra) and the foundations he has put in place.
"Hopefully I can add to that."
Coombes played the bulk of his career with Sydney club Eastwood.
Club president Mick Raynes said Coombes had earned the respect of the players during his time at Murrayfield and believes he will provide strong leadership.
"He played at a high level before injuring his knee and I think he will bring some fresh ideas and leadership," Raynes said.
"I'm sure he will lean on 'Footy' as they work together well.
"We're really pleased with the appointment."
The Steamers made this year's preliminary final and have several new players on the radar.
The club's Touch 7s Rugby will kick off at North Street on Wednesday with almost 200 players set to line up.
