Neighbours had issued objections to the Billson's planning applications to Indigo Council, worried about noise and traffic from visitors, but councillors on Tuesday night voted to approve the latest version of the plans with some conditions.
Cr Sophie Price said the brewery would have to limit the sale and consumption of liquor to its lower levels, provide bus parking and put together landscape and fencing plans so there are plants on the boundary between the building and the next-door neighbour.
"While we really feel for the amenity of the residences nearby, we hope - and with your assistance - that the conditions, the site management plan and the landscape and fencing pans can mean that the residences and the business can work together and that it can be a successful operation," she said.

Cr Diane Shepheard supported the conditions and said the council will have to react if neighbours complained about noise from the brewery.
"It's really up to the community that live around there - I understand that their residences and their amenity is under threat - it's for them to complain to council," she said.
"Now that we're at a stage where we've called a climate emergency, we can't build car parks anymore without having some sort of shade access."
Mayor Bernard Gaffney said Billson's Brewery first operated in Beechworth 154 years ago and the business fits with zoning of the land.
"This was almost a derelict building and the investor breathed new life to it. It's become a bit of a focus point for the Beechworth community," he said.
Councillors also voted to delay the decision on an orange sign out the front of Rutherglen's Star Hotel, after council staff recommended a planning permit be refused.
It will come back to the council next month following discussions with the pub owners.
