This year's three-day event ended at the Albury Entertainment Centre on Wednesday.
Albury RSL sub-branch president Graham Docksey said a bid to host the forum in 2020 had been lodged with the state executive.
He said a RSL ruling that the host venue should not have poker machines eliminated licensed clubs and had seen potential rivals such as Dubbo not apply.
"They want a quorum after lunch and they've found with registered clubs that can't get that with people playing the pokies," Mr Docksey said.
He added the expense of hiring Sydney Town Hall also made Albury attractive.
"I think we're a good shot because people have been here either for the first time this year or three times before," Mr Docksey said.
This year's congress saw a new constitution adopted following a fundraising ban after a corruption probe into the RSL NSW leadership.
