Emergency services were called to Reith Road at Waldara about 6pm on Tuesday.
A utility with four people rolled on the gravel road and stopped on its roof.
Leading Senior Constable Colin Boyle said a 19-year-old woman had been driving and was assisting police, with witnesses sought.

"The exact cause of the crash is yet to be determined," he said.
"Drivers should be driving to the conditions and taking into account their own experience."
An Ambulance Victoria spokeswoman said four people were taken to hospital.
A man, 19, was airlifted to the Royal Melbourne Hospital and a 24-year-old also received serious injuries.
