The court, with noise-reducing backboards, has skateboard ramps and is next to new outdoor gym apparatus, shade and seating, and beach volleyball courts.
Volleyball Albury-Wodonga president Katie Parslow said the upgrades had created an additional court.
"Originally we had just two courts, not a lot of space and not great sand," she said.
"Now we have all this extra space, and it's allowed us to have more games."
Ms Parslow said it also improved safety and security.
"The old fence wasn't very sturdy - there's been people who have broken in," she said.
"Everything is improved quality-wise and it's drawn people in."
Albury Mayor Kevin Mack said the previous surface, created on top of tennis courts that fell into disrepair, was not adequate.
"It was a bit higgledy-piggledy, because it was just sand over the top of what was there," he said.
"This is what we can do when we put our minds together."
Mr Mack said there were also plans for upgrades at Endeavour Park and Ross Circuit.
"It's giving everyone a place to play," he said.
Albury Council chief executive Frank Zaknich said his council had put forward $260,000 for the project, and the NSW government $340,000.
"It's the first full-sized court that's been available outside school precincts," he said.
"We have implemented a number of half-courts through the outdoor basketball courts strategy developed a couple years ago."
Bandits player Bailey Lloyd tested out the surface, which has been open to the public for a week after 12 weeks of construction.
"It's great - I love it, and the beach volleyball is good too," he said.
A number of families enjoyed the new facilities, which also features a water refill station from Albury manufacturer MeetPAT.
Albury MP Justin Clancy was at Sunday morning's opening of the South Albury Active Space.
"Community means so many different things and this precinct in itself is an important part of community," he said.
"It is a well done project by Albury City ... I truly hope it becomes a space you can all utilise."
