Rooney will step into Mitch Fennessy's shoes with the midfielder's first mission being to shore up this year's finals side.
"Quinn is a local boy who will get the locals on side and they will start training before Christmas," club president Mont Waters said.
"We are still looking to get an outside person to possibly co-coach.
"Hopefully he can bring three or four with him."
The Roos have lost reigning best and fairest Reece Borg with Waters saying the club needed to bring in some extra firepower to stay competitive.
Tumbarumba lost to Federal in this year's first semi-final.
The appointment leaves Border-Walwa as the only club yet to announce a senior coach.
