The computer repairman was on Monday night elected to the role unopposed after incumbent Kat Bennett opted not to recontest the understudy position.
It completes a remarkable year for Cr Mitchell, who was elevated to the council in January after a countback was required to replace Tim Quilty who was elected to the Victorian Upper House last November.
After Monday night's vote Cr Mitchell told The Border Mail he was "really honoured" to be elected and would do his "level best" to show councillors he could do the job.
"I've been a councillor for 10 months now, I made the decision to nominate, so it's not a surprise (to be in the role), but not to have any candidates against me was a surprise," Cr Mitchell said.
"I thought there might be one or two others.
"No-one has stood against me, that's a recommendation in its own right that all councillors support me."
She lauded the powerful networking done by mayor Anna Speedie, whose job was not subject to a vote on Monday night because she won a two-year term last November.
"We have a really amazing, effective mayor," Cr Bennett said.
"She literally can pick up the phone and call amazing people in state government, federal government.
"She can call the deputy prime minister of Australia, that's pretty epic for a mayor to do."
Cr Speedie thanked Cr Bennett and acknowledged she had acted in the role for an extended period at times.
Meanwhile, the council on Monday night supported a plan to change the name of Frederic Street Road to Frederic Road.
The route was named after Frederic Street, who managed Baranduda Station in the 19th century.
However, confusion over the moniker prompted the move to drop his surname.
Cr Bennett said renaming the thoroughfare between Baranduda Boulevard and Boyes Road to Frederic Street was contemplated but rejected as the route more correctly fitted the definition of road.
