Running as an independent in last year's Victorian election, Ms Hawkins fell about 2000 votes short of MP Bill Tilley.
She and campaign manager Jill Briggs appeared in front of a Parliamentary inquiry on Monday, looking into the conduct of the election.
Asked by MPs about the location of the prepoll, Ms Hawkins said it was hard for older people to access because of a lack of parking, plus it was exposed to the elements and very busy.
"There were a couple of days where there was hail, rain, there were corflutes flying over the main street of Wodonga. It wasn't ideal," she said.
"I find it quite ludicrous that it was the main street, people were trying to do their shopping.
"People were getting quite frustrated as well because they'd say 'I've walked past you six times and you've tried to give me the same how to vote card'."

Ms Briggs also said volunteers handing out how to vote cards caused distress for some voters with social anxiety "running the gauntlet" at polling centres.
"If there was some additional information provided to the candidates about ensuring that we know that people have social anxieties," she said.
"I know sometimes the volunteers are hard to manage ... I think it's just that people don't understand and they're enthusiastic."
