Matthew Lennon received the honour at a ceremony at Parliament House in Canberra on Tuesday night that was attended by Mr Fischer's wife Judy Brewer and son Dominic.
The scholarship was announced following Mr Fischer's death in August.
Dr Lennon is a junior medical officer at Wagga hospital and was named that city's young citizen of the year in January.
He has been working with the Centre for Healthy Brain Ageing in relation to dementia and is set to do a Master of Neuroscience with Oxford University.
The scholarship will allow him to undertake that study and return to Australia with research, drug information and therapeutic knowledge to aid rural communities.
The first Bob Hawke John Monash scholarship was also announced at the event on Tuesday night.
That went to Perth's pioneering Noongar lawyer Chloe D'Souza who will do a Master of Laws in the US.
