Quinton Cooke, 42, told the pair "I've had enough of ya" before launching a prolonged assault in South Melbourne at 12.10am on June 3.
He had been drinking in the city all day and later handed himself in to Wodonga police after the assault was played on the news.
The attack was caught on security cameras at the restaurant and was also filmed by another customer.
He started by hitting one man with a left hook as he tried to defuse the situation, followed by wrestling.
Cooke punched the second man multiple times to the head, causing him to drop to the ground.
He then picked him up by the hair and punched him seven times in the face while unable to protect himself.
IN OTHER NEWS:
Cooke's friend held the first man down, who asked what he had done wrong.
"You're being a f---ing dickhead," Cooke replied before kicking him in the face.
He then attacked the second man as he cowered in a booth, while Cooke's friend urged him to stop.
He continued to attack the pair, which included throwing punches at the first man until he fell to the ground followed by 15 punches to his head.
One of the victims was left with concussion and both had various head injuries.
Cooke later told police he was "disgusted" by his behaviour.
Wodonga Magistrate David Faram this week said it was a "protracted and prolonged" attack, which led to him losing his job.
"It is really inexplicable that you reacted in the way that you did," he said, and ordered he complete 200 hours of community work.
"It's inexcusable.
"This is a conviction now that will live with you forever."
The court heard he was extremely drunk.
Alcohol appeared to be "a significant issue in your life", Mr Faram told Cooke.
He warned him not to breach his community order, and said he could expect to go to jail if he did.
