If successful, investigations into the policy and regulatory barriers of private and or rental houseboats will be fast-tracked with particular focus on areas within the Albury local government area.
"Last time I took it on as my own initiative and got nowhere," he said.
"I'm asking for the weight of my fellow councillors to get behind it.
"The power of the council is going to have a lot more influence.
"I'm not sure if there is even a law in place stopping houseboats being on Lake Hume or back in the 1950s and 1960s someone came up with the idea, put the sign up and all of a sudden it's a law."
But Cr King said there were countless examples both in Australia and overseas where houseboats were permitted.
"It is a multi, multi-million dollar industry," he said.
"We have a natural resource in Lake Hume that is under utilised and infrastructure set-up to make it run is nearly zero.
"These are trailerable houseboats for recreation.
"Someone has to make the first step and I tried as an individual and got nowhere."

Further investigations into houseboats on Lake Hume by Albury Council is identified for 2020-21, but if Cr King succeeds with his notice of motion a report could be presented to council in March next year.
But in the agenda notes, council chief executive Frank Zaknich said it would be going alone if Cr King's motion was adopted.
"We will be doing so independently," Mr Zaknich said.
"There has been no consultation or liaison with Wodonga Council at an operational level regarding their capacity to commit staff time or financial resources (if required) to the project in the 2019/20 financial year,.
"In order to deliver on projects already included in the 2019-20 budget and (Albury-Wodonga Destination Management Plan) implementation plan, staff resources are limited, (but) the timeline specified for a further report to council is considered achievable, subject to the responsiveness of stakeholders.
"This preliminary work may influence progression, prioritisation and scope of further investigations."
