Murray's manager, Nick Gieschen, said the pair would most likely make a final decision over the weekend.
Gieschen is the son of dual Wodonga premiership coach Jeff.
"Sam has met with a few VFL clubs in the last week or so and is close to deciding who he will sign with," Gieschen said.
"He will play in the VFL.
"Nick is also keen to play VFL and they look likely to play at the same club.
"It should all be finalised by Monday."
Sam played 13 matches for Collingwood last year.
The 22-year-old spent this season on the sidelines following a 12-month ASADA ban after he returned a positive test on gameday during 2018.
He was linked to Richmond and Melbourne in the lead-up to the recent AFL national and rookie drafts.
Nick split his time between Wangaratta Rovers and Greater Western Sydney's NEAFL side this year.
Gieschen said Sam wasn't surprised to be overlooked in the recent AFL draft.
"We weren't expecting him to be drafted," he said.
"We knew Sam would probably have to play State league football and prove himself at the lower standard.
"Sam is just looking forward to first of all training hard and then playing again."
In a huge recruiting coup, Yarrawonga recently signed highly rated Williamstown best and fairest winners Willie Wheeler and Leigh Masters.
The Murray siblings will be hoping to emulate former Lavington midfielder Michael Gibbons.
Gibbons dominated at VFL level for Williamstown for several seasons before being drafted to Carlton this year.
Sam Murray was permitted to train with Wangaratta Rovers this season while serving his ban.
Rovers are coached by Daryn Cresswell who was intrumental in Sam being initially drafted by the Sydney Swans.
Sam and Nick are expected to nominated Rovers as their aligned club.
