New legislation making webcasting of meetings in NSW mandatory was announced by Local Government Minister Gabrielle Upton in 2018 and the deadline for introduction is December 14.

Greater Hume Councillors decided in February that council's meeting code of practice would not bind them to a "live" recording.

But general manager Steven Pinnuck said wherever possible a real-time streaming of the meeting on YouTube would take place.

"We use two offices in Culcairn and Holbrook, and we've had the equipment installed to allow live-streaming to occur," he said.

"We've taken a low-cost approach - it cost around $12,000 to install - but we think that will provide a satisfactory quality.

"The challenge we have is for example in March, we're going to Lankeys Creek, and we probably won't have the telecommunications connection out there to enable live-streaming.

"In that case, we'll have to record and upload the next day."

Berrigan Shire was the other council in Southern NSW that were made to introduce the streaming, and an audio recording will be uploaded onto the Council's website after the meeting.

The council is working through the tender process and like Greater Hume, will also have their final meeting for the year on December 18.

When the legislation was first announced, the mayors of both shires expressed concern about how it would work for rural councils that rotate meetings.

"Council's position was that we weren't really in favour of it, because it's not known how many people will actually take up the service," Mr Pinnuck said.

"Given we've had a small number of residents inquiry about live-streaming, but not a lot, we were concerned about the cost.

"But it's not been a huge outlay."
