The cinema operator, United, has been locked in with work originally slated to start this year after Wodonga Council granted planning approval for the $50 million project in late 2018.
Mr Williams said three national franchises would be joining United Cinemas in the complex to be built opposite Elgins Hotel.
But an advertising campaign will commence shortly in an attempt to fill up the remaining seven tenancies within the complex.
"We've got the major tenant and three other national tenants, but we just need some more," Mr Williams said.
"There are still seven spots available, but we only need to fill a portion of them (to make a start).
"We've got a planning permit, we've paid for it all, so we want to build it.
"It is a matter of getting all the tenants together and getting them on the dotted line."

An earthworks contract has been won by AP Delaney ahead of construction starting on an initial 14 townhouses on the corner of Smythe and South streets.
Mr Williams said 15 townhouses had been pre-sold with 70 to be built in total across the site in coming years.
"I was surprised on the take up of them," he said.
"It proves we've got the right market."
There are a mix of two, three and four bedroom townhouse options available in the Junction Place precinct.
Each townhouse is on a separate title and includes a personal lift option in addition to stairs.
Civil works are expected to be completed by April next year to allow start on building the townhouses.
He was joined at a sod turning event yesterday by Wodonga mayor Anna Speedie and member for Benambra Bill Tilley.
"We know there are going to be 70 townhouses built here eventually and this is the first stage," Cr Speedie said.
