"We received some very good information from members of the public and the investigation will be completed very soon," Acting Sergeant Phil Armstrong said on Monday.
The offenders had emptied and mixed paint they found at the Doug Robinson Drive building site, then laid in it and pressed their bodies against walls, causing about $20,000 worth of damage.
Cobram Roar Football Club vice-president Paul Bovalina said the incident shocked committee members, particularly as the new facility was within weeks of being handed over.

"What they've done is a disgrace, more than anything, damaging community property," he said.
"It's sad on that front."
Mr Bovalina said the handover would now probably not take place until next year, delaying a project that had already taken years to finalise.
"It was so close now and it's like a little hurdle to get over to finish it all off," he said.
"It was weird seeing new stuff that now needs to be cleaned and potentially replaced.
"Not much we can do about it; it's just a matter now of getting it done and moving forward, I suppose."
