The council had allocated funds in the present financial year budget to cover the cost of engaging consultants to prepare the detailed design plans, but is still to source the necessary grant funding to allow for the tendering of the building.
The Victorian Government's local sport infrastructure fund is being targeted from a total funding pool of $22 million.

Moira mayor Libro Mustica said council had been working closely with stakeholder groups including Yarrawonga-Mulwala Basketball Association and schools throughout the planning and design phase.
"Historically, community access to indoor courts and stadiums in Yarrawonga-Mulwala has been limited to school halls at Yarrawonga College P-12 and Sacred Heart College," he said.
"These new plans provide for two multi-sport courts with tiered spectator seating and four unisex all abilities changerooms that can service the stadium and the adjoining netball courts and cricket ovals as well as space for a cafe, meeting room and a multipurpose room.
"Provision of high quality compliant indoor court space remains a gap in the Yarrawonga-Mulwala area and the opportunity to construct a shared use facility for the whole community to use is an obvious project to pursue."
Due to the basketball association being a cross-border entity an approach to Federation Council for a funding contribution was previously flagged, but no commitment has been made to date.
Federation is represented on the stadium steering committee assisting Moira Shire in the planning phase.
The total floor area of the concept plan is about 3600 square metres and the building will have the capacity to be extended should additional multi-sport courts be required.
"Provision has also been made for a future indoor pool at the front of the building to take advantage of a common reception area," Cr Mustica said.
