Kieran Heather has a warrant out for his arrest in relation to the alleged kidnapping of a man from a Wodonga home last Tuesday.
Wodonga police are appealing for public assistance to help locate the 24-year-old.
"The man has had a warrant out for his arrest issued in relation to kidnap and assault matters," police said.
"Heather is approximately 180cm tall with a medium build, long brown hair and a distinctive neck tattoo.
"Investigators have released an image of Heather in the hope that someone may have information on his current whereabouts.

"Heather is known to frequent Albury-Wodonga and surrounds."
Three other men have faced court over the incident, which allegedly targeted a 17-year-old boy suspected of burgling Michael Deslandes' Wodonga home.
