Kotzur joined Howlong's Emma Bridle and Jindera's Sarah Van Den Heuvel as the first trio to take out the top honour in the league's history last year, as well as taking home the Giants' best and fairest award.
The skilled defender and league representative player steps up to replace former coach Tracey Oates in what will be her first senior coaching appointment.
Kotzur said she's looking forward to the challenge.
"I've played at the Giants and Walla all of my life, so I'm really looking forward to stepping up into the role and hopefully bringing something new to the club," Kotzur said.

"I've been fortunate enough to have done a bit of junior coaching over the years for Walla and the Giants, but as far as senior coaching, this will be my first time.
"I've always enjoyed coaching and suppose I've always wanted to coach a senior team one day, so I'm just really fortunate that the club has trusted me to do it this year."
Giants finished last year's home and away season in fifth position to secure a finals berth before they were knocked out in an elimination final by Brock-Burrum.
Kotzur's hoping to build on last season's performance, as well as place an emphasis on developing the club's young talent.
"I think we have quite a few players returning and a few juniors who are stepping up and have been playing some fantastic netball," Kotzur said.
"It will be exciting to see them move up through the grades and be able to support them.
"Obviously a premiership is the dream but making finals again is the goal, as well as developing those junior players."
Rand-Walbundrie-Walla's pre-season netball training gets underway on the 23rd of January.
