An expression of interest process has been opened for two commercial spaces and a restaurant area in a two-storey building on the river foreshore, funded as part of the Murray River Experiences project.
Concept plans prepared by GPG Architecture also include a space for the visitor information centre, a lift, and a 754 square-metre area that could be used for public recreation and seating.
Berrigan mayor Matthew Hannan said the development would be a fantastic addition to Tocumwal.
"My understanding is that from Albury to Wentworth, there isn't a lot of this sort of development right on the river," he said.
"A restaurant overlooking the river would be an inviting operation for any person in the hospitality industry.
"Already we've had significant expressions of interest around the building - only informally at this stage.
"The potential tenants would obviously want to be involved in how it's set up; as soon as we can find tenants that are interested, we'll work closely with them on the internal workings of the building."
Cr Hannan said the council was keen to hear from the community about the designs.
"In the next five to six weeks we're going to have a consultation period and then we'll be opened for public submissions for 14 days after that.
"Under the grant we secured with Federation and Albury councils, for the Murray River Experiences, it needs to be finished by December 2021."
It's one of a number of facets to the Tocumwal Economic Revitalization, which was put forward as part of a $11 million joint project with Albury and Federation councils to the NSW government's regional growth environmental and tourism fund.
"The splash park has been a great success, and once we finish this building we'll continue with the town square," Cr Hannan said.
IN OTHER NEWS:
"On the wet side of the river, we've got a proposed amphitheatre and some fishing stations, which we are working through at the moment.
"It will be great for the local shire and surrounding towns."
The draft plans for the Tocumwal Cultural Precinct Development are available on the council's website or at the Tocumwal library.
