While the Lions could lose up to 10 players including key trio Jye Shields, Tim Hallinan and Tim Haines, coach Craig Bosley has stopped the bleeding by picking up former GWS Academy player James Demby, Lavington's Brandon Thomas and James Oeser and Wodonga Saints' forward Hayden Hamilton.
Mosese Baleidrokadroka has had a change of heart and decided against playing rugby league for Albury Thunder.
The Lions are also hopeful several experienced players will put retirement plans on hold for 12 months.
After playing the bulk of his junior football with Collingullie, Hemby has returned to the region through the army and was swayed to sign with the Lions through connections with Culcairn backman Jesse Sutherland.
The inside midfielder was also approached by several Ovens and Murray clubs.
"Work is my priority at the moment but I'm looking forward to playing in the region again," Henby said.
"I've trained a few times and it's been good."
Hemby played his first senior match under Shane Lenon at Collingullie as a 17-year-old before spending time in Sydney and Melbourne with the army.
"We've obviously lost some quality but I think we have brought some in as well," Bosley said.

"The club has worked hard to find some replacements.
"I think we are shaping up OK."
Thomas and Oeser have been at Lavington for several years while Hamilton is returning to the Lions after stints with Jindera and Wodonga Saints.
Bosley said the Lions were still in the market for several recruits.
"Another couple would be nice to fill a few positions," Bosley said.
"A tall would be really good.
"Hopefully we have some luck in the next few weeks."
In a tough opening to the season, Culcairn lock horns with Holbrook in round one before taking on Rand-Walbundrie-Walla, Billabong Crows, Brock-Burrum and Osborne.
