The December regional train performance data was published this week by Public Transport Victoria, rounding out 12 months of data.
Overall the Albury service had a 95 per cent reliability and 53.1 per cent punctuality in 2019.
It was an improvement in reliability from 90.3 per cent, but a big drop in services running on time - from 75.6 per cent in 2018.
It was by far the worst punctuality in 2019 out of the 11 V/Line routes - Gippsland was the next worst at 76.5 per cent.
Gippsland's punctuality was only just worse than Albury's, at 94.9 per cent.
December's performance was the best month since February 2019 for punctuality on the Albury line at 58.7 per cent, and 95.6 per cent of services were delivered.
Department of Transport Head of Transport Services Jeroen Weimar said across the board V/Line fell short of reliability and punctuality targets for the month of December.
"December saw our regional passengers significantly impacted by speed restrictions as a result of the extreme heat and protected industrial action by staff affecting all lines," he said.
The Rail, Tram and Bus Union announced this week a 24-hour stoppage will be held on the Geelong and Warrnambool lines on January 29.
No upcoming action is planned for the Albury line.
