Towns in the region have been quiet as the threat of bushfires linger in the background, with fires burning at Mount Buffalo, Abbeyard, and Hotham Heights.
Mayor Peter Roper said Sunday's celebrations were a chance to acknowledge the difficult times facing the region, but also the recovery ahead.

"Australia Day is a celebration with friends and family, as well as the chance to come together to celebrate what is great about our local community," he said.
"It's wonderful to see so many people reconnecting, sharing their experiences and, as they do so, starting the recovery process.
"As a community we have a long road ahead to come back from the economic impact of losing so many visitors at the busiest time of year, but we're also fortunate to have sustained only limited physical damage."
The council announced 10 recipients for achievement awards, including Nicholas Brown, Axel Mero, Hazel Riordan, Gail Cresswell-Dawson, Liam MacGowan, Matilda Manning and Graham Gales.
Groups and events including the Bright Cub Scouts, Myrtleford Riding Develops Ability, and the Myrtleford and District Agricultural and Annual Show were also recognised for their work in the region.
"My heartfelt congratulations to all recipients," Cr Roper said.
"Our communities are that much stronger and more connected because of the work you and your fellow volunteers do."
