It was one of three major projects to be tendered out by the shire at Tuesday's meeting.
The others are a $431,926 upgrade of the Corowa saleyards and a $327,560 extension of Corowa's skate park.
It was decided not to issue a tender to construct an aquatic centre and jetty at Urana because quotes from those seeking to undertake the work exceeded the $939,000 budget.
Instead it was moved that council enter contract discussions with Mulwala's Kennedy Builders and have the matter mentioned at next month's shire meeting.
The tender for the playground at Muwala's Purtle Park was issued to East Albury firm Enviro Culture Services which has developed playgrounds across the Border.
They plan to meet the deficit through measures such as internal revenue, borrowing or grants, with an application before the NSW government for $560,000.
They will install overhead walkways and construct 29 concrete pens, measures aimed at bolstering occupational health and safety and animal welfare.
Haley Constructions, a firm involved in skate parks in Wodonga, Benalla and Cobram, won the tender for the Corowa equivalent.
