With the collapse of the senior country community championships, league president Brendan I'Anson said the competition didn't want its junior interleague football to fall by the wayside.
"We're extremely keen to keep junior representative footy going," I'Anson said.
"It's always been a priority for us and we don't want that to change.
"The league is looking forward to be represented in the carnival for the first time."
Hume will field under 14 and 16 sides and is looking forward to playing the Albury-Wodonga, Wangaratta and Tallangatta and District leagues.
I'Anson said Hume hoped to finalise its coaches in coming weeks.
"It's good to be expanding," AFLNEB football development manager Zac Guilfoyle said.
"We have 300 or so kids playing which is fantastic."
The carnival will be held on Sunday, May 24.
