The early morning Sunday service remains as part of a re-submitted development application to Albury Council this week for the church and accompanying boundary adjustment by planning consultants Habitat on behalf of proponents, Albury Gospel Trust No.2.
But a key change to appease residents and council is the church being moved away from the Shepherd Court entrance and setback from Kerr Road.
Access from Kerr Road remains off-limits and the church will be used on Monday, Friday and twice on Sunday with the longest service being 90 minutes on Friday from 6.30pm.
The other Sunday service will start at either 3pm or 5pm.
The church will not be used for funerals, weddings and baptisms with those activities to take place at another location.
"The applicant has adopted the advice of council officers and undertaken the suggested subdivision," the planning application states.
Advice to the applicant at the time of withdrawing the plans more than two years ago stated: "The presentation of this non-residential development at the entry to the court is at odds with the existing character of the area and the immediate surrounds which includes substantial setbacks to buildings from public roads, natural areas of environmental value and open low density development with minimal hard stand areas in the street setback area."
The boundary adjustment is required to create additional area for required car parking and width of the access way from Shepherd Court.
"As a consequence of the slope on the site, the perimeter landscaping and fencing, both the building and the car park will not be readily visible from a public place," the application states.
