Police were called to the intersection of Wagga and Kaitlers roads about 10.15pm on Friday.
The 22-year-old allegedly ran a red light while driving south on Wagga Road and hit another car.
The man was tested for alcohol at the scene before returning an alcohol reading of .123 at the Albury Police Station.
The man was required to have a zero-alcohol limit.
He has been charged with mid-range drink driving.
Paramedics attended but no-one was seriously hurt.

Sergeant Matt Zemaitis said both cars were towed from the scene.
"It's very fortunate no-one was injured," he said.
"The man will be suspended from driving until the matter is dealt with by a magistrate."
The 22-year-old will face Albury Local Court at a later date.
The incident occurred ahead of a drink driving operation this weekend.
Sergeant Zemaitis said a large number of officers would be conducting drug and alcohol tests from Friday morning to Sunday night.
"The message is if you have a drink, have a Plan B," he said.
"If you do choose to drink, there is a high chance you will be stopped and subjected to a breath test.
"The impact of being caught can have serious consequences.
"We will be targeting alcohol and drugs but also speed, seatbelts and mobile phone use."
