Victorian Governor Linda Dessau presented Nicole Peters, 18, with her Queen's Scout certificate at Government House earlier this month.
Part of Tallangatta Guides and First Baranduda Venturers, Miss Peters said she carried out separate activities for each program, completing more than 600 hours' service in total.
She has also achieved the silver level of the Duke of Edinburgh Award and is a State Emergency Service and Country Fire Authority volunteer.
Last month she was named Tallangatta's Young Citizen of the Year.

Miss Peters said she joined Tallangatta SES at 15 as a junior member, encouraged by her grandmother's presence in the unit.
"Community service is something that a lot of my family are involved in, so it was sort of just a natural thing," she said.
"And you learn a lot of different things along the way.
"Over that time I've learned a lot of different skills in a broad range of areas and done quite a number of courses so that I've got those capabilities to turn out to call-outs."
As a member of Tallangatta Valley Fire Brigade, Miss Peters helped fight this season's Upper Murray fires as they impacted in areas such as Walwa, Cudgewa and Corryong.
"It was definitely the biggest fire that anyone has seen on our crew, so it was pretty intense but everyone worked together really well," she said.
"At times, yeah, it was a bit scary, but you just focus on the job and do what you had to do."
Having completed her VCE at Tallangatta Secondary College last year, she is now part of the summer crew at HVP Plantations, Shelley.
