The Power struggled to kick goals throughout 2019 with Wade Dickson (20 goals), Russell Anderson (17) and Ryan Mills (10) the leading goal-kickers.
Only winless Murray Magpies scored less points.
CDHBU coach Mick Collins said Cannon and Kuschert would be big acquisitions.
"We struggled to kick a score last year and Ryan and Cody, along with Russell Anderson, will give us a bit more firepower," Collins said.
"It's always good to have a few options.
"If they can combine, we are going to be a much better side."
Harley Ralph and Sam Haigh (Corowa-Rutherglen), Sam Ferguson and Jeremy Stevenson (Rennie), Josh Mercieca (North Albury), Roberts Phibbs (Chiltern) and Sam Burdon (Moyhu) have also committed.
Nathan Rhodes will also play a full season after sitting out the first half of last year due to contract issues with Wahgunyah.
Running backman Cody Howard is the only confirmed departure to the VFL club Box Hill and Corowa-Rutherglen.
Collins said CDHBU were determined to improve on last year's four wins.

"A lot of our players have 50-odd games under their belt as well which is only going to help."
CDHBU and Murray Magpies will kick off the season at Urana Road Oval on March 28 after bringing forward their Anzac Day clash.
The Power have organised practice matches against North Wangaratta at North Wangaratta on March 7 and Rennie at Rennie on March 14.
They will play Rennie for the Peter Murphy Cup.
CDHBU will unveil two new netball courts this season.
In other district league news, Rand-Walbundrie-Walla on-baller Ryan Lavery has signed with VAFA club Mazenod.
The dual Giants' best and fairest winner has been one of the club's best performers since the club merged.
Henty's face-lift has continued with Harry Nunn (Canberra) and Jono Male (Lavington) departing the Swampies.
On the credit side, Simon Hillier has returned after a stint with North Albury.
Henty has also picked up North Wagga premiership full-back Brayden Skeers, Barnawartha's Seamus Quinn and Rutherglen pair Sam Scott and Dylon Simpson.
The departure list includes Jared Brennan, Damian Cupido, Chris WIllis, Kim Kantilla, Zorran and Zaniel Bin Busu, Joel Price and Paddy Murray.
Ruckman Aaron Baker has returned to Tallangatta from Holbrook.
Baker managed only 11 matches last season and is set to form a lethal big-man department with Hopper Barton medallist Scott Spencer.
Culcairn midfielder Nick Wright is back with the Lions after a stint in the Farrer league.
