The underdogs reached their first decider in the top grade since winning the title in 2016-17 with a come-from-behind 94-79 victory.
After trailing at the tea break, Civic went on to win three of the four rinks and will meet Wodonga next Saturday for the overall spoils.
Steve McPherson's rink scored a 27-17 victory against Maurie Braden, Dawn Hayman got past Greg McDonald, 23-16, Thomas Webb edged out Ian Brimblecombe, 22-19, while Wangaratta's lone rink win went to Adrian Pantling, who defeated Adrian Hill, 27-22.
"It's very exciting for the club and I hope we can do the right thing when we get there," Corowa Civic president Sue Curtis said.

Wodonga set up a date with Corowa RSL in the A2 grand final after a thrilling 105-103 win against Mansfield.
Beechworth will take on Yackandandah in the A3 decider after a convincing 120-80 result against Wodonga.
Swanpool and Club Mulwala will face off in the A4 grand final after the former took down Milawa, 98-84.
Tungamah progressed to the B1 final with a 76-61 salute over Benalla.
YMGCR ousted Corowa Civic, 71-62, in B2 to win through to the decider against Chiltern.
Wodonga and Bright will play in the B3 finale after Bright pipped Corowa Civic, 67-65.
Corryong 1 were big winners against Corryong 2 in B4, 94-57, and will clash with Tawonga-Mount Beauty in the grand final.
