Emergency services were called to Bandiana Link Road about 6pm when a red sedan hit another car and rolled onto its roof.
The male driver in that car was in his 20s and was airlifted to the Alfred Hospital in a serious but stable condition with upper body injuries.
The female driver of the car that was hit was also taken to hospital with non-life threatening injuries.
A Victoria Police spokeswoman said witnesses had reported seeing the car driving erratically in the lead up to the crash, but the exact cause was still being investigated.
Both NSW and Victoria police were at the scene of the crash in Wodonga.
An Albury resident told The Border Mail she saw the red car driving "extremely dangerously" on the wrong side of the road heading into oncoming traffic on High Street towards Wodonga, then again later when it overtook her on the left as she was about to take the Borella Road exit from the freeway.
That time the car was heading back towards Albury.
"It was coming up the side in the emergency lane, going extremely fast past me," she said.
"It got a little bit in the gravel and then it went right and cut a black car off."
