The Nightcliff midfielder, who previously won in 2015-16, polled 20 votes to tie with Wanderers' star Beau Connell.
Filo polled in seven matches.
Filo and Wodonga Raiders defender Daniel Bowles played in Nightcliff's preliminary final victory over Southern Districts on Saturday night and will take on St Marys in the grand final at TIO Stadium this weekend.
Albury recruit Jeff Garlett kicked two goals for Southern Districts.
The highly-decorated Filo has also taken out the Ovens and Murray's Morris Medal (2018) and Bendigo's Michelsen Medal (2015).
Filo dropped a bombshell midway through last season by leaving Birallee Park to join Eaglehawk.
