Water was flowing down a large section of Burrows Road, with large cracks visible in the bitumen at 5.30pm.
Traffic was reduced to one lane with the water more than 10 centimetres deep in some sections.
Motorists are advised to avoid the area near Glenroy Public School as delays are expected to continue into Tuesday evening.
Albury Council said water supply to large parts of Lavington had been cut by the burst main.
Maintenance crews were on site but repairs were expected to take several hours.
