The video was shared by social media users across the country.
The kangaroo later died.
Police believe the incident took place in the Woomargama National Park south of Holbrook - between Albury and Wagga Wagga - in late January 2019.
IN OTHER NEWS:
The 18-year-old man was arrested at his Croft Street home charged with commit an act of cruelty upon an animal and harm or attempt to harm a protected animal.
He will appear on bail in the Holbrook Local Court from 9.30am.
A second person hasn't yet been charged.
