The NSW government MP was responding to Albury mayor Kevin Mack suggesting earlier on Tuesday that there was a shutdown announcement "imminent" from the state administration.
"The NSW-Victoria border is and remains open," Mr Clancy said.
"This is following advice from the NSW Premier, Gladys Berejiklian, yesterday and the NSW Premier's Office again today."
Cr Mack also revised what he said earlier on Tuesday.
"The NSW and Victorian Cross-Border Commissioners have confirmed that there will be no closure of the border between the states," Cr Mack said.
"My suggestion earlier today that such movement restrictions could be introduced reflect the seriousness of the situation we're facing and the potential for even tougher measures to be taken if the community does not take the COVID-19 threat seriously."
EARLIER: Albury mayor Kevin Mack expects there will be a shutdown of the NSW border and suggested there would be an announcement as soon as Tuesday.
Speaking to media on Tuesday morning, Cr Mack said he believed an announcement was "imminent" from the NSW government.
"I won't colour that because I believe they're putting things in place at the present time (so) to confirm or deny that would be just folly," Cr Mack said.
"The Victorian government, (Premier) Daniel Andrews has indicated he will not be closing the border between Albury and Wodonga, but the border goes from here to Murray Bridge, so we need to be understanding of what that looks like and how that impacts our respective communities."

Cr Mack said he would be in a phone hook-up with fellow NSW southern border mayors this afternoon to discuss the fallout from such a move.
He said he expected a border closure would require exemptions and particular measures for Albury-Wodonga.
However he described a shutdown as a case of "it's not if, it's got be when" and "ultimately we've got to work with what's available and make sure Albury-Wodonga Health maintains its dignity and all the essential services have access to both sides of the border".
The Border Mail has contacted the office of NSW Premier Gladys Berejiklian for a response to Cr Mack's assertions.
