Victorian Premier Daniel Andrews said extra hygiene measures had been put in place such as more cleaning and ensuring there was no one sitting next to the driver.
"The advice is that it's still safe provided people keep their distance, provided people observe all those protocols - washing your hands, coughing into the crook of your arm," he said.
"If those rules are followed, then the advice is we don't have to make any further changes to public transport. That may change."
Most of Victoria's coronavirus cases are in Melbourne, but Tuesday's confirmation of a positive test in Yarrawonga was one of multiple in regional areas.
Mr Andrews said this showed why there should not be fewer restrictions on those in regional areas than in Melbourne.

"I don't think we will see a situation where metropolitan Melbourne has one set of policies or one setting, and a regional city an hour and a half or two hours away has a different set of rules," he said.
"That would confuse people and we'd just finish up with people travelling there because it would be easier to get the things that you thought you needed.
"All they'd be doing is spreading the virus.
"I don't rule it out, but it becomes really challenging."
Prime Minister Scott Morrison said on Wednesday that he wanted all the states and territories to have the same rules to avoid confusion and more economic issues.
But Mr Andrews said Victoria would move to stage three of restrictions on its own in the future.
"Even in a full lockdown we will see some things continue and we'll have a debate at that point about what's appropriate and what isn't," Mr Andrews said.
"If people follow the rules, if people stay at home then maybe that stage 3 can be further away than what would otherwise be the case. That will be based on the spread of the virus.
"If people act irresponsibly, if people act selfishly and we spread this virus more quickly than would otherwise be the case, then we'll get to stage 3 more quickly."
He would not speculate on what the next round of restrictions would be, but said Victoria and NSW needed to have a different approach to somewhere like the Northern Territory.
"We've got to move to different stages at different times based on the challenges we face," he said.
"Remote indigenous communities, they've got a very local challenge, a very specific challenge.
"We too are a different part of the country.
"Let's have national unity, absolutely, but let's have an appropriate response to the challenges that each jurisdiction faces."
