The council does have a plan for dealing with influenza, but council officers found that "was not sufficiently broad enough to cover other pandemic outbreaks eg COVID-19".
They will ask councillors at Tuesday's meeting to adopt a sub-plan.
The proposal would include establishing a pandemic management group made up of management and health officers, which would meet on a daily basis.
While many council services have already been suspended because of Australia-wide restrictions, this group would look also at all council activities to decide if they should continue, or be suspended or cancelled, and manage its staff working from home.

There have been no confirmed coronavirus cases in Indigo Shire yet.
The council will look at increased cleaning and tele-conferencing to ensure its staff is social distancing.
"Community safety is essential and council's preparedness for emergency events is constantly evolving," community and economic development director Mark Florence said in the council agenda.
