Jockeys on Friday were forced to select a designated region to ride in during the coronavirus pandemic and cannot accept rides in another area.
Blaike McDougall was set to partner Bennelong Dancer is the Country Championship final for a third time.
However, McDougall selected to ride in the South/West region which includes the SDRA, Hawkesbury and Kembla.

The reigning SDRA premiership winning jockey has been replaced by Rachel King.
Triple Melbourne Cup winning jockey Glen Boss has been booked to ride the Beer-trained Sky Call.
Sky Call was to be ridden by Teo Nugent who is Victorian based and not allowed to ride interstate during the coronavirus restrictions.
Both Sky Call and Bennelong Dancer are quoted at $26 for the final.
