Wodonga Crime Investigation Unit detectives released an image of the man on Friday morning, appealing for public help over the burglary on February 22.
A police spokeswoman said the man went to the golf course on Clubhouse Place and gained entry to the club house via the roof about 1.50am.
"Once inside, he entered an office and stole a small amount of coins before fleeing the scene," she said.
The spokeswoman said the offender was perceived to be Caucasian in appearance with a solid build.
"He was wearing an orange balaclava, gloves, black jumper, grey tracksuit pants and white runners," she said.
