Alpine Council officers have recommended councillors approve the restrictions on drinking in public, when the matter is considered at Tuesday night's meeting.
Police said the move last year was a success, leading to a reduction of incidents and people arrested for being drunk in public.
In a report to be presented to councillors at the meeting, council officers said an alcohol ban at the 2020 event was supported by a risk assessment panel consisting of themselves, Victoria Police, Ambulance Victoria, CFA, SES and Alpine Health workers.
"The proposed designation of restrictions as part of Bright's Iconic Rod Run in 2020 will ensure that the event is managed in a safe way to minimise risks to event patrons, the public and emergency services," the report stated.
"Additional signage and advertising will be required to ensure that the designation is well communicated to event attendees.
"Costs are expected to be minimal, given that internal staff resources will be predominantly used."

While many 2020 events have been cancelled due to the coronavirus shutdown, Bright's Iconic Rod Run is continuing to plan to run on the first weekend in November.
The proposed ban on consuming alcohol in public would run from 10pm on Thursday November 5 to 7am on Monday November 9.
Event organisers were informed of the proposal before the council meeting agenda was made public.
It was agreed at a meeting in December last year that a late decision on another alcohol ban would not be met favourably, so the council chose to raise the matter at its April meeting.
The meeting will be held at Bright Council Chambers from 7pm Tuesday night, but anyone interested has been asked to watch the livestream online rather than attend in person to ensure social distancing is followed.
