A review formed part of the initial terms of reference of the group appointed by Wodonga Council.
But confirmation of its end forms part of a hills project update report being presented to councillors on Monday night.
The group felt the review was too early given recommended priorities were only formally ticked off by council less than a year ago.
"We thought the trajectory of the project and the implementation of the strategy was great and there was nothing more for us to achieve," advisory group chairman Colin Elliott said.
"In two or three years time a lot will be done and we think that is the more appropriate time for a review."
Meanwhile, building a climb track on Kings Hill and upgrading a carpark on Felltimber Creek Road is progressing despite work involving Parklands Albury-Wodonga and the Albury-Wodonga Mountain Biking Club not proceeding as planned " due to unforeseen circumstances".
Consultants were subsequently appointed to do the work on both projects.
The climb track has been given the tick of approval, but issues relating to the size and location of the carpark are still being investigated and won't be completed before the end of the current financial year.
They will be combined in the one tender with an "information pack" released to the community before commencement of works.
