IN OTHER NEWS:
Victoria's state of emergency is due to end at midnight on May 11, a day after Mother's Day on Sunday, May 10.
Mr Andrews has said he would not ease any restrictions early, so he would not be travelling to Wangaratta.
"I would love nothing more than to go up to the farm, to visit my mum and to be able to give her a hug and say happy Mother's Day and thank her for all she's given me and all of us.
"But this is not a normal Mother's Day and that will sadden many, that will be a real point of frustration.
"So often mums are in those advanced years and the notion of kids and grandkids all coming and flocking to have normal Mother's Day when we're not in normal times, that could be a very risky and very irresponsible thing.
"I'd love to be able to give a different answer, but that would not be the responsible thing to do."
