He also wants to see cross-border co-operation to get community sport back in a safe and timely manner and children back at school as soon as possible.
"I know people are scared and there maybe some hiccups along the way, but I have great faith in the people of Benambra," Mr Tilley said.
"I know they will continue to stick to social distancing, I know we will do all in our power to prevent any outbreak or the spread of COVID-19.
"We've done it for the past two months and now is the time the state government trusted us to do it with a greater sense of normality."

The Towong and Indigo local government areas in Mr Tilley's electorate have zero active coronavirus cases with only one case reported in Wodonga since the pandemic worsened more than a month ago.
There are also zero cases in the Alpine Shire and just two in Wangaratta.
Of the total 1487 cases in Victoria just 224 are in regional areas.
"To date we have had the strictest lock down regulations in Australia, but no evidence that this is preventing new cases any better than South Australia, Queensland or NSW," he said.
But the state's daily increase of 10 new cases highlights the battle is not over, according to the chief health officer, Professor Brett Sutton.
"Today's increases in cases illustrates once again that while we have been flattening the curve, our battle against COVID-19 is far from over," he said.
"Victorians have done a remarkable job so far sticking to the coronavirus restrictions and staying at home has saved lives.
"But now is not the time for complacency."
Mr Tilley also wants people to download the COVIDSafe app.
