General manager Steven Pinnuck will ensure staff are comfortable and protected before the facility is reopened.
"We have decided to purchase some sneeze screens, from a local supplier, particularly at the VIC now that intrastate travel has been sanctioned," he said.
The impact of the visitor centre and submarine museum closure was relayed at Wednesday's council meeting.
The reduced revenue and expected limited visitation for the remainder of the financial year means its budget is expected to take a $12,271 hit.
Big financial hits include $85,000 in lost revenue from falling returns on investments, $27,000 in lost income from room and hall hire, and $41,000 in reduced development application and other town planning fees.
The budget review to March 31 showed the cash deficit had worsened by $159,112 from $12,323 in December to a projected deficit of $146,789.
Councillor Tony Quinn suggested "the next quarter will be far worse".
"I think we've got to look at our structure and see where we can reduce our overheads, otherwise going into the next year it could be a hell of a deficit," he said.
"There's nothing much in the future that's going to bring any revenue back."
