The penalties, which total more than $295,000, cover the Wodonga and Wangaratta regions and surrounding towns.
Officers continue to run patrols as part of Operation Sentinel, with a state of emergency to remain in place until Sunday, at which point restrictions will further ease.
Superintendent Joy Arbuthnot said restrictions were in place to keep the community safe.
"Since the start of the restrictions police in the North East have issued 179 fines," she said.
"These were all to individuals who were breaching restrictions.
"None were issued to businesses (or) companies.
"Given the extent and population of the area covered by police in the North East, that is a low number of breaches and we congratulate the community for their common sense and care."

On-the-spot fines are $1652 for individuals, but fines up to $20,000 are possible in court.
Businesses can be fined $9913 on-the-spot and up to $100,000 in court.
"The majority of our community have been doing a great job in keeping themselves and subsequently those around them safe," Superintendent Arbuthnot said.
"Victoria Police will continue to have visible patrols 24 hours a day.
"We are there to assist the community as always.
"We have had very few people breach the restrictions but it is timely to reinforce to the community not to lose sight of the longer term goal of protecting ourselves and others."
"The number of infringement notices relating to public health orders has decreased, and I would like to thank the community for making our job easier by abiding by the restrictions," he said.
"Although we have seen good behaviour among the majority of the community, there are still a few who have little regard for the restrictions or putting the community at risk."
Albury officers have fined dozens of people for breaching during the pandemic.
