Wodonga Raiders and Corowa-Rutherglen juniors will start training in coming days under strict coronavirus restrictions with Wodonga kicking off next week.
With the AWJFL having fewer financial pressures and smaller crowds, chairman Stuart Lingham is hoping the competition may be able to get underway by July 12.
"Subject to permissions, that's what we are hoping for," Lingham said.
"We can do a lot of things that senior clubs can't with regards to kids coming along to training dressed so they don't need change rooms.
"We don' have as many spectators, we don't need to open canteens and we don't have as many cost pressures.
"We think it's looking fairly positive but at the moment it's about guidelines."
If the AWJFL did start on July 12, it would look to play an eight-round home and away series followed by three weeks of finals.
