Greater Hume Council will consider a development application for the proposed motel at 73-75 Albury Street, currently a vacant block on the corner of Murray Street.
Nine motel units, a reception and manager's accommodation would be built in the first stage, with more units to follow and a fourth and final stage being the takeaway food business.
The 19 units would border three sides of the lots, with car parking in the middle and the sandwich bar with an alfresco area facing Albury Street.
Councillors will consider two objecting submissions in their meeting on Wednesday night, and a petition signed by 15 people to protect two mature trees on the vacant block.
"The block and in particular the Kurrajong tree, also has significant historical connection to our local war heroes," the petition stated.
"The tree was used in 1917 to tether and prepare horses for World War I and should remain to show our appreciation and gratitude for those local soldiers and horses that may have spent their last moments 'at home' on that block of land."
Environment and planning director Colin Kane wrote in his report to council that the designer for the motel was contacted, and had amended the plans to retain the largest Kurrajong tree.
He has recommended councillors grant approval for the development application and responded to concerns in objecting submissions about parking and incompatibility with heritage buildings.

"The activity is to be constructed of lightweight materials and is single storey ... the combination of a number of different lightweight materials and landscaping shows that the completed activity will be reasonably attractive," he said.
Mr Kane has outlined a number of conditions of consent in his report, including restrictions around the noise of air-conditioning units and operating hours for the takeaway food business.
